Dr. Hugh Clark, CJI Research Corporation
Dr. Clark has worked in market research for public transportation agencies since 1976. He has conducted studies for more than 50 transit systems. Having originated many of the survey methods that have now become industry standards, he continues to innovate. He develops research designs for clients that reflect their unique local circumstances and that use new methods to effectively measure demand, estimate economic impact and track customer and employee satisfaction. Since 1980, he has conducted market research studies for planning and marketing of public transit throughout the United States, recently completing on-board passenger surveys, community segmentation studies and targeted e-surveys in California, Washington, Oregon, New York, Florida, Missouri, Michigan and Illinois for use in preparation of service restructuring and marketing plans. Cliff Chambers, Mobility Planners
Mr. Chambers is an expert in community-oriented mobility services in rural, small-urbanized and urban areas. He has more than 25 years of experience in utilizing a mobility management ethos in matching mobility services to market needs without a bias to a particular mode. Mr. Chambers utilizes his extensive financial planning skills to craft community mobility plans within available resources. He has prepared over 30 short-range transit plans for communities, rural regions, and recreation destinations. Mr. Chambers has also led multidisciplinary teams to ensure that good mobility is maintained in coordinating long-term land use and transportation decisions. Mr. Chambers has led or played major roles in four national research efforts from mobility management to more recently evaluating bus propulsion and fuel technologies. Ms. Menninger has 25 years of transit improvement experience in rural and urban settings. She brings professional evaluation, problem-solving skills and expertise to analysis and evaluation of public transit programs, both large and small, having led numerous countywide planning initiatives. Ms. Menninger has served as a project manager for comprehensive operations analyses for rural and small urban transit; transit development plans; strategic, long-range and countywide transit planning; performance assessment of transit programs; coordinated transportation planning; senior transportation and non-emergency medical transportation planning studies; human service transportation evaluation studies; Americans with Disabilities Act trip modeling, planning and service design; staffing of mandated advisory groups; transit performance measurement, monitoring and reporting; telecommute needs assessments; and contracted staff assistance to regional transportation planning agencies. Mr. Antrim, principal of Trillium Solutions, is one of the industry’s leaders in state-of-the art techniques for delivering transit information on the Internet. He specializes in communication technology development and strategy for public transportation. Mr. Antrim has a background in writing and language, with professional experience in software development and project management.
